Two service models

Agency model or budget model?

Both models can support a person’s goals. The important question is which responsibilities and decisions fit the person’s preferences, support network, and circumstances.

Model one

Agency provider model

A CFSS provider agency employs and manages the workers who provide authorized services. The person directs care within the model while the agency carries key employer and operational responsibilities.

Often means more help with

  • Agency employment, payroll, and required supervision functions.
  • Coordinating with an agency about worker schedules and service delivery.
  • Selecting a provider agency that fits the person’s needs and preferences.

Model two

Budget model

The person has more direct responsibility for managing a budget and employer-related decisions. An FMS provider supports financial and employer tasks; the person still directs care and follows CFSS requirements.

Often means more responsibility for

  • Recruiting, selecting, and directing workers.
  • Working with an FMS provider on payroll, billing, and employer tasks.
  • Tracking the plan’s authorized resources and allowable purchases.
There is no universal “best” model. A consultation services provider can explain the differences and help someone think through tradeoffs. The participant makes the choice, and current DHS rules control what each model includes.
